Frank Mangan B.Sc., M.Sc., M.B.A., H.Dip.(IT) serves as the Business Manager for the TTMI, bringing nearly 22 years of extensive experience in research management. His career spans clinical trials data management and industry-led research projects with the International Centre for Neurotherapeutics, where as Scientific Operations Manager he played a pivotal role in advancing innovative healthcare solutions to include the development of a prokaryotic GMP facility. Frank also held the position of University Biological Safety Officer at TCD, with specialised expertise in Genetically Modified Microorganisms and Containment Level 3 (CL3) facilities. Frank has extensive knowledge in securing infrastructure funding, with a proven track record dating back to PRTLI 4, securing €23M for a Therapeutics and Theranostics programme; and more recently, a €10.5M DTIF programme to develop next generation cell therapies for cancer. His role encompasses developing research concepts, assembling consortia, crafting compelling proposals, and managing the full lifecycle of R&I projects. Frank has overall responsibility for financial sustainability and management of the Institute. His passion for turning groundbreaking science into real-world solutions aids with driving the institute's mission to advance patient care through cutting-edge translational research.

European Funding
Partner in INFRADEV-3-2019 Research and Innovation Action (RIA) - Consolidating the capacities of EATRIS-ERIC for Personalised Medicine which aims to develop reference multi-omic data sets from 2000 individuals through different omics approaches: WGS, WES, RNASeq, DNA methylation array, miRNA-seq, LC-MS proteomics and GC-MS or LC-MS metabolomics.

Partner in HORIZON-INFRA-2023-DEV-01-03 Research and Innovation Action (RIA) - is an EU-funded initiative that will use digital transformation as a tool to accelerate translational medicine, by providing a gateway to fit-for-purpose, validated digital services and tools to address challenges across the translational medicine pipeline.

National Initiatives
Supporting the establishment of Translational Medicine Alliance Ireland which catalyses the development of productive translational research collaborations under one umbrella to maximise the exploitation of complementary strengths and drive clinical innovations.

Smart D8 provides a unique opportunity to connect citizens and service-providers with innovation partners and funding opportunities to improve health and well-being in an urban population.

TCD Community Contributions
Manager for UNICOV, a pioneering initiative designed to develop and implement cutting-edge rapid testing and surveillance systems within higher education institutions, focused on the proactive and early identification of asymptomatic SARS-CoV-2 cases.

Manager for TriniScreen which was established to provide a surveillance programme to detect SARS-CoV-2 virus among staff and students using a rapid turnaround screening test (LAMP Assay) as an additional measure to standard precautions at the time.

Manager overseeing the evaluation, bulk procurement, and strategic distribution of SARS-CoV-2 antigen tests. Led comprehensive assessment efforts to ensure the efficacy and reliability of testing kits, worked with Procurement to manage large-scale procurement operations to secure critical supplies, and coordinated with E&F to ensure the efficient distribution of these essential resources to meet the urgent needs of the University population.
