Technical Services

Our services, center around the mechanical, electrical, and built environment, from the planned and routine maintenance of the M&E equipment, such as – Lift Safety Systems, lifts, air handling and air conditioning units, boilers, hot and cold-water systems and the control of these systems via the building management systems, to the management of the utility supply services to the college properties.

We are committed to the University’s Carbon reduction strategy as we work towards the 2030 and 2050 targets respectively. The goal is to manage and reduce the consumption of Energy whilst providing an optimal learning and research environment. We hope to achieve this by working closely with our Sustainability and Carbon reduction manager and our colleagues in the Sustainability, Biodiversity and Climate action forum across the college.

Also, within this department, we have a wide variety of craft workers across the disciplines of carpentry, painting, plumbing and electrical, (Engineering and Maintenance) also have a roof repair/fabric maintenance section, who provide extensive repair and upgrade works across the University and satellite locations.

Technical Services provide an efficient and effective operation and maintenance service for the University Estate with the resources available for that service. We aim to keep the Estate (Infrastructure, Buildings and their systems) running as efficiently as possible. Whilst we endeavour to keep systems operational through PPM, we will still have reactive maintenance items that need attention. Reactive Maintenance

This reactive maintenance service for university premises is provided on site between 8am and 5pm Monday to Thursday and 8am and 4pm on Fridays (Excluding University and Public Holidays). An emergency call-in service is available outside of these times. This service is provided by both directly employed labour (DEL) and external contractors. The DEL consists of AEC’s, craft workers and general operatives.

Due of budgetary constraints, routine maintenance is carried by prioritising Life safety / H&S issues.

In the case of an out of hours emergency contact can be made via a First Call manager, these staff can be contacted via Security Control Services on ext. 1317.

Planned Preventative Maintenance

We carry out planned preventative maintenance (PPM) on building elements and systems. This work is carried out by both directly employed labour (DEL) and external contractors. PPM works are normally carried out during working hours to an agreed schedule. Where PPM works will affect building users, these staff will be contacted so that they are aware of contractor attendance on site.

Plant Operation

Estates and Facilities manage and control the operation of major plant such as heating, ventilation, hot water and central lighting systems.

Plant operation is managed by the relevant Service Co-Ordinator reporting to Technical Services manager. Whilst all building users may comment on plant operation and environmental conditions, changes to operating times or settings will only be made with the agreement of the Engineering Service and Carbon Manager.

Condition Monitoring

Estates and Facilities plans to monitor the condition of the estate at both building and elemental levels. Building Condition assessments are high-level assessments based on the age, life cycle, use and level of investment.

Elemental Condition assessments are based on physical inspection, maintenance history and performance history of the major elements and systems in a building. Building Condition assessments will be carried out by the Estates and Facilities management team and specialist service providers.

Elemental Replacement (MIP – Maintenance Investment Programme)

Estates and Facilities is responsible for identifying, costing and prioritising the replacement of building elements which have failed or have reached the end of their useful life. The Estates and Facilities project manage funded prioritised elemental replacement projects. It should be noted that the level of elemental replacement required far exceeds the available funding. This fund is available for building elements and major plant only.

The elemental replacement programme is managed by the Estates and Facilities reporting to the Director of Campus Infrastructure. Individual elemental replacement projects are managed by members of the Estates and Facilities management team.

Statutory Insurance Inspections

Technical Services facilitates the statutory insurance inspection of specified equipment such as Lifts, Air receivers etc.

In facilitating timely inspections and co-ordinating with occupiers we try to minimise disruption. The service is available during normal office hours.

It excludes departmental equipment that may fall under these requirements, these are the responsibility of the Departmental Chief Technical Officer / Head of school.
