There are 3 categories of criteria which must be satisfied in order to qualify for HEA (Higher Education Authority) FFI Free Fees initiative);

  • Residency

  • Nationality

  • Course Specific criteria (Applicable to UG only)

**NB: Making a false declaration will compromise your eligibility for HEA FFI in respect of Tuition Fee.

  1. An E.U. student is not automatically entitled to inclusion in the HEA FFI, student must meet the eligibility criteria. 
  2.  If initially deemed E.U. for fee purposes but not eligible for FFI and subsequently granted EU/EEA citizenship you may become eligible for FFI. Your status will be amended in the year of attaining citizenship once the college receives evidence of the same.

Eligility Requirements

Residency

Students may be eligible for inclusion in the HEA FFI if student is;

  • studying a full time UG course
  • ordinarily resident in an EU/EEA/Swiss State / United Kingdom for at least three of the five years preceding their entry to their third-level course.

Please note that Residency alone may not qualify a student for the Free Fees Intiative.

Nationality

To meet the nationality criteria of the Free Fees Initiative students must meet one of the following:

  • Be a citizen of the EU or
  • Have official refugee status or
  • Be a family member of a refugee and have been granted permission to live in the State or
  • Be a family member of an EU national and have permission to live in the State, with a stamp “4EUFAM” on your residence card or
  • Have been granted humanitarian leave to remain in the State or
  • Have been granted permission to remain in the State by the Minister for Justice and Equality, following a determination by the Minister not to make a deportation order under Section 3 of the Immigration Act 1999.

Course

The following course conditions must also be met:

  • You must be undertaking a full-time undergraduate course of at least 2 years' duration.
  • You must be a first-time full-time undergraduate*
  • In general, you must not be repeating a year standing due to failing exams or changing course. This exclusion may be waived if you repeat a year due to certified serious illness. Otherwise, you are ineligible for HEA FFI for the equivalent period you attended on a degree programme in any other third level college within the EU.

*However, prior undergraduate qualifications may be taken into consideration where exemptions are provided to a student pursuing a higher undergraduate qualification, to a maximum of Level 8 on the National Framework of Qualifications.
